Educated in Comber. Joined the Ulster Special Constabulary aged 17 during the 1950s Founding member of the Vanguard Unionist Party. Became a member of the RUC Reserves in 1980. Billy’s son was the youngest member of the RUC to be murdered; this is why Billy serves on the Innocent Victims Committee of the DUP.

Became a member of the DUP in 2001, stood for Council and gained 1030 1st preference votes. Chairman of the local DUP Branch. Participates a range of Council committees such as Ulster-Scots Heritage, Borough Development, Police Liaison, Ards Crafts, Blair Mayne Bursary and Air Show Committee. Has a keen interest in local history.
